News Verification: The lady in the picture is Najat Vallaud Belkacem. Najat is a Moroccan Muslim French minister who herded sheep in her childhood.
Najat-Belkacem, the current minister of education of France. Najat Vallaud-Belkacem (born Najat Belkacem on 4 October 1977) is a French socialist politician, who on 25 August 2014 was the first French woman to be appointed Minister of Education, Higher Education, and Research, joining the Second Valls Government.

There are several links on the internet claiming her to be a shepherd as a kid like this (she denies it), truth is that she is a fighter. There are many similarities between the French minister and the actual girl in the picture. The French minister also grew in Morocco, this also may be the reason why her picture is compared with the shepherd girl.
She is right the picture shared on social media as a young girl as a shepherd is not hers. The picture as a shepherd girl is Fouzia. As per the French website lemonade, The little girl, Fouzia, was 8 years old at the time. UNICEF says she went to school for a year but had to stop because her parents could not afford to pay for her books.
The photograph was taken on 15th June 2005, by United Nations Children’s Fund (UNICEF) photographer Giacomo Pirozzi and the picture is of Fouzia, not Najat Belkacem.
