Consumer charges will be divided into three categories. A fee of Rs 50 will be levied for all air-conditioned classes, Rs 25 for sleeper classes and Rs 10 for unreserved classes. According to a circular issued by the Railway Board, station development fees will not be charged for suburban rail travel.

It has been said that platform tickets at these stations will also be costlier by Rs 10. "Station Development Fee (SDF) will be charged from the passengers boarding and disembarking at such stations." The SDF will be uniform at all such stations and will be charged as a separate component and applicable GST, for which separate guidelines will be issued.

Officials said the imposition of SDF will ensure continuous revenue flow for the railways and make the model financially viable for the railways to attract private players. Various stations are being redeveloped to provide modern facilities in Indian Railways. Rani Kamalapati station of West Central Railway and Gandhinagar Rajdhani station of Western Railway have been developed and commissioned.
