This scheme was termed as Jeevan Amrut Seva or Blood On Call for all the people of Maharashtra. The government then had setup call centers for this purpose and people can dial number 104 to get blood at their door step. The requirement for blood will be transferred to respective district blood banks and they will do the needful.

In June 2012, the number 104 was launched to give medical advice to people of Karnataka.

So, Modi Government was never involved in any such number 104. It is fake news in terms of Modi initiated policy.
