Article 97 of the UN Charter provides that, “The Secretary-General shall be appointed by the General Assembly upon the recommendation of the Security Council.” In other words, Article 97 creates a two-stage process: a recommendation by the Security Council followed by a decision by the General Assembly.
That means that for Obama to be selected for this prestigious job, the offer has to come from President Trump's representatives at the UN or through a nomination coming from some other country that is currently a member of the Security Council like Russia, China, France or the United Kingdom. So it is unlikely that he is going to be the UN Secretary General and Obama must know and even the good writers at Yournewswire know this.
