Ayupp Analysis – In Jan, 2014, the Government of Maharashtra – under the leadership of Shivraj Chauhan launched this scheme for the people of Maharshtra. This scheme was termed as Jeevan Amrut Seva or Blood On Call for all the people of Maharashtra. The government then had setup call centers for this purpose and people can dial number 104 to get blood at their door step. The requirement for blood will be transferred to respective district blood banks and they will do the needful.

So, Modi Government was never involved in any such number 104. It is fake news in terms of Modi initiated policy.
